According to reports, the “Hubei 7-storey illegal building” is located beside the Youshui River, Bai Nationality Township, Hefeng County, Enshi Autonomous Prefecture, Hubei Province. The owner is the local Jiangping River Hydropower Project immigrant Zhang. He started construction two years ago and has not obtained any approval procedures. . During the period of construction, local land, urban construction, and water conservancy departments issued notices of illegal rectification, but Fang Fang’s claim was ignored.

After Zhang’s illegal buildings were exposed by the media, the main leaders of the Hefeng County government held a special meeting to set up a “disposal leading group” and asked for “dismantling” this illegal building within a time limit. Entrusted by the relevant departments of the People's Government of Hefeng County, Mr. Dong Chuanping, the senior engineer of Zhijiang, was officially responsible for the directional blasting demolition project of the so-called "7-storey building in Niuhezhong, Hubei Province."

Dong Chuanping introduced: This house is 37 meters high, which is equivalent to a 9-storey building. It is built on the 28-meter wide bank of the Weishui River. The building area is 2,000 square meters. It is connected to a 4-story building and there are many houses on the opposite side of the river. Demolition by directional blasting is very difficult. The blasting can neither damage the Siamese 4-story old building nor block the river for a long time. The collapse distance must be strictly controlled within 20 meters and the technical requirements are high. On the morning of July 25th, Mr. Dong Chuanping led blasting construction personnel stationed on site to investigate and formally began construction on the morning of the 26th. It is estimated that there will be 500 shot holes and blasting will be carried out at 10:00 on July 28.
