Shandong to implement carbon black tire energy consumption standards

The comprehensive energy consumption of carbon black and tires was officially implemented on January 1, 2008 in Shandong Province. This is the first batch of mandatory standards for the energy consumption limit of industrial enterprises or products determined in Shandong Province, and it is also the first local energy consumption standard for the carbon black industry. According to Zhang Hongmin, secretary general of the Shandong Rubber Industry Association, 70% of the carbon black companies in Shandong Province have reached the standard after energy saving.
The energy consumption limit standard for unit products in Shandong Province, which will take effect from today, will be implemented in three phases in 2008, 2010 and 2012 with a period of two years. It is reported that in the future, when evaluating new projects in Shandong Province, it is necessary not only to conduct safety and environmental assessments, but also to evaluate energy consumption, and to limit the excessive growth of high-energy-consuming industries from the source. Some current new project energy consumption assessments have taken this standard as a basis.
The specific limit of this standard is: In 2008, the energy consumption per unit of carbon black was limited to raw material oil ≤ 2495 kg standard coal/ton, other energy consumption ≤ 213 kg standard coal/ton, and comprehensive energy consumption ≤ 2708 kg standard coal/ton; The annual energy consumption limit is: raw material oil ≤ 2395 kg standard coal/ton, other energy consumption ≤ 205 kg standard coal/ton, comprehensive energy consumption ≤ 2600 kg standard coal/ton; 2012 energy consumption limit is raw material oil ≤ 23075 kg standard coalç ˜ ç ˜ 其他 ç ˜, other energy consumption ≤ 185 kg standard coal / ton, comprehensive energy consumption of 2492 kg coal / ton. The tire product's energy consumption limit in 2008 was ≤1290 kg standard coal/ton of rubber, and the limit in 2010 was ≤1135 kg standard coal/ton of rubber. In 2012, the limit was ≤1032 kg standard coal/ton of rubber.
It is understood that due to the fact that the main raw material of carbon black has the dual identity of raw materials and fuel, this mandatory standard has caused controversy in the industry. Some people think that carbon black raw material oil is raw material and not energy, and should not be assessed as energy consumption. The relevant departments and experts responsible for the drafting of the standards believe that raw materials or energy sources for the production of carbon black are considered to be energy consumption in terms of controlling total energy consumption.
