The Ministry of Communications recently issued the "Notice on further improving the detection and supervision of fuel consumption for road transport vehicles." It stipulates that since March 1, 2011, the "transitional period model" will be abolished, requiring vehicles to meet fuel consumption limits. Provisions, otherwise no operating permit will be issued. And require relevant departments to further improve vehicle fuel consumption testing and supervision and management work.

The "Circular on Further Conducting the Inspection and Supervision of Fuel Consumption of Road Transport Vehicles" promulgated by the Ministry of Communications stipulates: Since March 1, 2011, the "Transitional Period Model List" has been abolished and all newly purchased vehicles (including foreign ones) If an imported vehicle applies for operating qualification, the transport management agency shall, based on the type of vehicle registered on the Motor Vehicle Driving Permit provided by the applicant, and the “Model List of Compliant Vehicles” announced by the search department. For vehicles that have not been included in the "Model Vehicle Form" of the vehicle model, the vehicle inspection will be terminated and the operating procedures will not be processed.

If a non-commercial vehicle is used for biding for operation qualification, it shall be checked and handled in accordance with the relevant procedure for the newly purchased vehicle. If an operating vehicle is used to apply for a transfer, the vehicle shall not be subject to the parameters and configuration verification of the fuel consumption of the standard vehicle, and the procedures for the original issuance of the “Road Transport Certificate” shall still apply.

● Fuel consumption limit policy review

According to the “Limits and Measurement Methods for Fuel Consumption of Passenger Vans” published by the Ministry of Communications, the fuel consumption of road passenger transport vehicles and freight transport vehicles with a total mass of more than 3,500 kg should meet the fuel consumption limit of road transport vehicles. Value criteria, otherwise it must not be used for operations.

However, for the models that have been sold before this time, the Ministry of Communications has given the "Transitional Model List" and it is as of February 28, 2011. The Ministry of Communications issued a notice to further improve the detection, supervision, and management of the fuel consumption of road transport vehicles. By then, all localities must strictly implement the measures as of March 1, 2011.

●Some dealers worry about affecting truck sales

It is understood that the reporting situation of most brands is not satisfactory.

However, some dealers indicated that this provision still has some variables before it is officially implemented. It may be under pressure from actual conditions and the Ministry of Transportation will postpone the decision.
