Chen Jianguo, deputy director of the Industry Coordination Department of the National Development and Reform Commission, once again confirmed that the relevant policies for the development of the new energy automobile industry have been submitted to the State Council. A number of automotive listed companies have recently announced progress in new energy vehicles. As China's seven strategic emerging industries, the development and planning of new energy vehicles has been widely concerned since 2009. In the "Automotive Industry Adjustment and Revitalization Plan" issued by China in early 2009, it was clearly proposed to "form 500,000 new energy vehicle production capacity" and other plans.

However, looking back over the past two years, China’s new energy vehicle incentive policies have been effective. According to estimates by the well-known research institute Tuoba Industrial Research Institute, the sales volume of new energy vehicles in China in 2010 was only about 13,000. Compared with the sales of 18.86 million traditional cars, the investment resources are not proportional to the recycling.

The reason is that many people believe that pure electric (BEV) and plug-in hybrid electric vehicles (PH EV), which are encouraged by the policy, are out of the current reality.

Previously, when the government led the technical route based on electric vehicles, the neglect of the hybrid route caused controversy. It is said that there are disputes between the central ministries and commissions about the new energy technology route. The Ministry of Science and Technology is inclined to “pure overtaking” pure electric routes under the leadership of Minister Wan Gang, while the Ministry of Industry and Information Technology tends to save energy vehicles (including HEV, etc.) and new energy sources. Technologies such as cars (including BEVs, PH EVs, etc.) go hand in hand.

As a result, the hybrid that was previously suppressed has finally ushered in a chance to stand up. According to the "Energy Conservation and New Energy Vehicle Industry Development Plan" that was previously exposed to replace the "12th Five-Year Plan" of China's automobile industry, by 2015, the total number of new energy vehicles will reach 500,000. The new energy vehicles here include both pure electric and plug-in hybrids.
