I. Background of the revised publication of the Catalogue

For example, in the “2011 Catalogue,” a total of 72 items were included in the R&D category. After this revision, only 2 items were still reserved for R&D. The rest were transferred or merged into the application and promotion categories to illustrate new products and technologies. At the same time, it should also be noted that at present, the overall supply level of China's environmental protection equipment industry is still at an average level that can meet actual demand. The research and development of cutting-edge technologies is not enough. The market share of advanced environmental protection technology and equipment is still below 10%, causing environmental engineering investment. The cost and operating costs are high and the operation is unstable. From the perspective of imports and exports, domestic equipment exports are always in the initial stage, and they are concentrated in low-end and middle-end products. The overall international competitiveness is not strong. On the other hand, in foreign countries, the developed countries in the environmental protection industry have completed the initial accumulation of technical equipment, and the integration of high-tech and environmental protection industries has become the mainstream trend. The industrial development model is to provide overall solutions, output technologies, and provide core key equipment and components, and profits from the industry. The rate is much higher than domestic.

Under this background, in order to implement the "State Council's Opinions on Accelerating the Development of Energy-saving and Environmental Protection Industries" (Guofa [2013] No. 30), the Ministry of Industry and Information Technology, together with the Ministry of Science and Technology and the Ministry of Environmental Protection, launched the "Nationally Encouraged Development of Major Environmental Protection at the end of 2013.
