Hot-air Drying Project Improves Xinjiang's Agricultural Additional Benefits

In 2015, the party committee and government of Xinjiang Uygur Autonomous Region decided to build 3,000 hot-air drying rooms for fruits and vegetables in five states in southern Xinjiang to further explore the additional benefits of drying houses for agricultural production. Last year, based on the construction of 1,500 apricot hot air drying rooms in the three states of Southern Xinjiang, the Autonomous Region once again adopted the hot air drying room project as a key project to promote agricultural development in the region. At present, active preparations have been made in southern Xinjiang to ensure that the hot air drying room projects are landed as soon as possible. Then, what kind of promotion will the project bring to agricultural production in the region? How will the autonomous region promote this key project?

Expand project content

From last year's 1500 apricot hot air drying rooms to this year's 3,000 hot-air drying rooms for fruits and vegetables, the construction of hot air drying room projects has continued to increase. As the number has expanded, the quality has also improved.

On March 27, Zhu Gang, deputy leader of the Coordination Leading Group for Fruit and Vegetable Hot-air Drying and Cold Storage Projects of the Autonomous Region and Party Secretary of the Autonomous Region Agriculture Department, said that after a year of exploration and practice, the hot-air drying project could really drive the southern apricots. Farmers in production areas have increased their incomes and have been recognized and welcomed by the people. Farmers in some areas have begun to try to bake other fruits and vegetables with apricot hot air. The hot-air drying project has become an indispensable tool for agricultural transformation and upgrading in southern Xinjiang. In view of this, this year's hot-air drying room project has been expanded in terms of connotation. Extending from a single apricot product to a variety of fruit and vegetable products will more effectively bridge the links between agricultural production and the secondary and tertiary industries and promote agricultural development in southern Xinjiang. The development of industrialization will open up a new path for farmers in southern Xinjiang to shake off poverty and become rich.

It is worth noting that this year, the Autonomous Region has also established a new cold storage facility in accordance with the principle of five hot-air drying rooms. It will build 1,000 new 50-ton assembled refrigerators and will implement it in 27 counties in the five states of southern Xinjiang. After the completion of the project, there will be a total of 4,617 hot air drying rooms in South Xinjiang, a fresh apricot drying capacity of 14,000 tons/batch, a cold storage of 1,100, and a fresh-keeping capacity of 55,000 tons.

“This combined project enables primary agricultural products to be dried to achieve primary processing, and to preserve some unpreservable fresh agricultural products, which provides guarantees for the intensive processing of agricultural products and the extension and upgrading of industrial chains,” said Zhu Gang.

Fragmented packet implementation

This year, the Autonomous Region has attached great importance to the preparation of hot-air drying plants for fruits and vegetables, and has established a project leading group composed of 26 departments and commissions. The five leading regions in South Xinjiang have also established leading groups to ensure the various tasks of the project. Orderly convergence. Zhu Gang introduced that according to the "Project Overall Implementation Plan," a project division charter guidance coordination working group was established. Among them, the Autonomous Region Department of Agriculture is responsible for the Kashgar region and the Kizil-Sukolke Autonomous Prefecture. The Autonomous Region Forestry Department is responsible for the Aksu region and the Autonomous Region Agricultural Machinery Bureau. Responsible for the Hetian area, the Autonomous Region Agricultural Products Processing Bureau responsible for Bayingolin Mongol Autonomous Prefecture. At present, the five projects in the state have respectively formulated the project implementation, fresh apricot picking, drying product market purchase and implementation plans, and five fragmented lump sum units have formulated a fragmentation lump sum implementation plan. The prefectures, counties and cities in various regions arranged and deployed according to the project coordination and leading group of the autonomous region. The project work was further arranged and deployed. Bidding was carried out. The Kashi region and Bazhou had completed the bidding work. The Akesu region, Hetian region, Kezhou, and counties and cities have also basically completed the tendering and bidding tasks. At the same time, counties, cities and townships have also started mobilization, registration, payment, and site selection for each project. Each township head is responsible for each. The points were reviewed and the problems of water, electricity, and roads in the project construction area were actively coordinated and resolved.

Adequate funding preparation

The hot-air drying of fruits and vegetables project is of great significance. The special funds of the autonomous region are also dedicated to ensure that the drying room project can bring real benefits to the farmers. This year, the funds for hot-air drying of fruits and vegetables totaled 360 million yuan, and they were allocated directly to 30 projects to implement county and municipal finances. Farmers and farmers' professional cooperatives only needed to raise a portion of their own funds to complete the hot-air drying of fruits and vegetables. Zhu Gang said that 360 million yuan of funds is divided into three parts: the first part is hot air drying room 3000, a total investment of 225 million yuan; the second part is 50 tons of assembled freezer 1000, a total investment of 130 million yuan; The third part is the training funding of 5 million yuan, the project involves 5 prefectures, 30 counties and cities, will train 220000 people (times). It is not difficult to see that the amount of funds for fruit and vegetable hot-air drying projects this year is relatively large and the number of categories is large. In light of capital management problems, Zhu Gang stated that the region will adhere to the project fund management system and follow the principle of “following funds to follow projects” to ensure funds. All used in project construction. The project coordination teams at all levels establish work responsibility systems and supervision and evaluation systems. The project coordination and leading group of the autonomous region will also carry out special inspections and spot checks to severely investigate and punish violations of discipline and discipline.

Acceptance does not leave dead corner

The implementation of the apricot hot air drying room project last year brought benefits to farmers, but also found some problems, such as the inconsistency between the actual size of the individual apricot hot air drying room and the bidding documents.

This year, the fruit and vegetable hot air drying room project will further strengthen the project quality supervision to ensure that the project quality and quantity fall.

Zhu Gang said that the implementation of the project will adhere to the tendering system. The state or county where the project is implemented will strictly implement the project bidding system to ensure that the project is open, fair and impartial, and selects companies with strong strength, high reputation, good service, and qualified construction. Participate in the construction and take good quality control from the source. It is also necessary to implement the quality supervision system and improve the project supervision mechanism. The project coordination coordination leading group and the divisional charter guidance coordination work group are responsible for the entire supervision. If any quality requirements are not met, they must be promptly corrected and related personnel must be held accountable. It will also implement a comprehensive acceptance system, adhere to the principle of building one, accepting one, qualifying one, and using one. Finally, the project coordination and leading group of the autonomous region conducts spot checks until it is fully qualified for acceptance, and accepts bottom-up inspections for completed project projects. The signature method is checked to ensure that the project acceptance does not leave dead ends.
