The first "China Ocean Development Report" released by the State Oceanic Administration has officially been made public. The report outlines a vision for significantly improving the efficiency of marine resource utilization in China by 2010, with the total industrial output expected to surpass 3 trillion yuan. Continued exploration and development of ocean resources are set to provide abundant oil and gas, enhance chemical industry supply, and help alleviate China's water scarcity challenges.
China controls nearly 3 million square kilometers of maritime territory—often referred to as "blue lands." These vast areas hold immense potential, offering over 20% of the nation’s oil and gas, approximately 70% of raw salt, and supplying coastal cities and towns with millions of people annually with both industrial and domestic water. Moreover, seawater is the largest mineral reservoir on Earth, containing significant quantities of elements like magnesium, potassium, bromine, lithium, uranium, and thorium. Scientists have identified more than 80 chemical elements within seawater, highlighting its untapped value.
According to the newly released "China Ocean Development Report," by 2010, China’s domestic crude oil production from the ocean is expected to exceed 50 million tons. A separate "Special Plan for the Utilization of Seawater" sets targets for desalination capacity to reach between 800,000 and 1 million cubic meters per day, while direct seawater use will reach 5.5 billion cubic meters annually. This plan emphasizes the active development of seawater chemical resources, contributing 16% to 24% toward solving coastal water shortages.
With global resources depleting and energy crises intensifying, the ocean is becoming an essential pillar for human survival and development. For a country with a large population, severe water shortages, and resource and energy constraints, the sustainable development of marine resources holds even greater significance. By tapping into these underwater treasures, China is not only securing its future but also setting a precedent for responsible ocean management worldwide.
