Starting from September 20th, the Wuxi Municipal Economic and Trade Commission announced that, in accordance with local regulations, chemical companies in Wuxi will now have two clear paths moving forward. Those with small production scales and significant safety risks, which do not align with industry standards or development goals, are required to relocate to designated chemical industrial parks. This initiative marks the first comprehensive regulation of chemical enterprises in China with clear and enforceable guidelines. Wuxi is home to over 3,000 chemical companies, including more than 200 with annual sales exceeding 5 million yuan and over 400 with sales below 500,000 yuan. In recent months, several incidents involving both large and small chemical facilities have raised public concerns. Although previous efforts were made to regulate high-risk, small-scale chemical firms, enforcement was challenging due to a lack of specific laws. On May 10 this year, the Wuxi Municipal Party Committee and the city government issued a local regulatory document titled "Opinions on Accelerating the Adjustment of Industrial Distribution in the Urban Area." Based on this guidance, the Economic and Trade Commission introduced a new "threshold" for all chemical companies. New projects and businesses must be located within government-planned chemical zones, and expert evaluations will determine risk levels, process complexity, pollution impact, and other factors to establish a scientific entry system. A multi-departmental joint meeting system has also been implemented to address environmental, commercial, safety, and fire-related issues, effectively blocking problematic and low-value-added chemical operations. For companies that meet the threshold, the city plans to gradually relocate them into the chemical park over several years. A 1,000-meter non-residential buffer zone will be established around the park to protect nearby residents' living environment. The site selection process for the chemical industrial park is currently underway. The introduction of this "threshold" does not mean a complete ban on chemical companies. Ye Yongfu, Director of the Wuxi Municipal Economic and Trade Commission, emphasized that chemicals like sulfuric acid, nitric acid, and caustic soda are essential raw materials for industrial production—similar to how cotton is vital for the textile industry. Wuxi has a strong presence and competitive advantage in fine chemicals, making these companies an integral part of the city's industrial economy.
