The 55 CPPCC proposals for "restructuring" all resumed

On February 28, a reporter learned from the proposal office of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) that after nearly a year of effort by various ministries and commissions, including the National Development and Reform Commission and the Ministry of Commerce, 55 proposals related to the petroleum and chemical industries were officially received at the fifth session of the Tenth National Committee of the CPPCC. These proposals, submitted by various committees involved in the sector, have now been reviewed and responded to. All reply letters were sent to the proposers before the end of last year. According to an official from the proposal office, the fifth session of the Tenth National Committee of the CPPCC, which took place on March 3 last year, received a total of 4,516 proposals submitted by sectors, groups, and individual members. Among these, 55 focused on the petroleum and chemical industries, covering topics such as industrial policies, sectoral development, and specific construction projects. Compared to previous sessions, where more attention was given to individual projects, this session emphasized broader policy-making and industry-level strategies. One notable proposal was "Proposal on Strengthening Energy Statistics Work," submitted by Mr. Xue Guanlin, Chairman of Hong Kong Guanghui Petroleum Group. It was included in the newly released "Tenth National Committee of the CPPCC National Committee Proposal and the Selection of Supplementary Articles (2007 Vol.)". On June 1, 2007, the National Bureau of Statistics provided a written response regarding the development of energy-saving statistics mentioned in the proposal and the challenges faced. Other proposals, such as those concerning the second phase of the West-East Gas Pipeline and the need to elevate natural rubber supply security to a national strategy, also received clear responses. Additionally, the proposal titled "Proposal for Establishing an Industrial Damage Early Warning System" was listed in the same publication. The Ministry of Commerce stated in its reply that it has established a regular system for issuing early warning information on industrial damage in the oil and chemical sector, and has shared this information with major companies and industry associations, including PetroChina, Sinopec, Sinochem, CNOOC, and the China Petroleum and Chemical Industry Association. These developments reflect the growing emphasis on policy coordination and long-term planning within the petroleum and chemical industries, ensuring that both government and private sector stakeholders are well-informed and aligned in their strategic goals.
